Legislative Waiting Period Bill Introduced in Washington State

A bipartisan group of lawmakers in Washington State has introduced legislation (HB 2872) mandating a legislative waiting period of 72 hours for appropriations bills (omnibus operating, capital, or transportation appropriations).

The bill would ensure that no appropriations bill can be voted on in either chamber of the legislature unless 72 hours have gone by since the bill was last amended, meaning since any committee amendment, conference report or concurrence with an opposite chamber amendment.

A similar proposal had been introduced in last year's legislative session, but failed to gain traction. We're hoping that in light of the recent momentum for legislative transparency efforts especially at the federal level, state measures focusing on legislative transparency, such as this one, will garner more support among lawmakers.
